This isn’t incompetence. It’s risk-avoidance by design.

The system doesn’t care if your product is safe. It cares if your paperwork could be used to blame them later.

That’s the logic.

四、创业者视角：我该如何应对？

I’m not a lawyer. I’m a founder who lost money once, and won’t let it happen again.

Here’s what I’ve learned — step by step — for anyone shipping to Sombor:

✅ 1. Start before you ship

Don’t wait until your goods are at the border.

  • Submit your Declaration of Conformity (DoC) and technical dossier 8–10 weeks before planned arrival.
  • Use SRS Form 7/2025 — downloadable from www.srs.org.rs (English version available).

✅ 2. Get a local fixer — not a “consultant”

Avoid agencies in Belgrade.

  • Hire someone based in Sombor.

  • Incorrect Harmonized System (HS) code — pet monitors fall under 8543.70, not 9018.90

Every submission gets a Case ID (Slučajni broj).

  • Call the Sombor Technical Inspection Office every 5 business days.

  • Don’t assume exemption.
  • Tip: If your device has Bluetooth, it’s classified as “radio equipment” — which triggers additional RF compliance checks.

Q3: Is there an expedited option?

Not officially.
But:

  • If you submit on a Monday morning, your file gets processed before the weekly backlog.
  • If you submit before the 10th of the month, you avoid the end-of-month staff shortage.
  • Pro tip: Visit the office in person on Tuesday at 9:30 AM. Ask for the Inspector in Charge of Electronic Goods. Bring printed copies.
